　 全区政协工作大会领导发言/人大政协

　 这次全区政协工作会议，是贯彻落实党的届五中全会和x总书记在庆祝人民政协成立56周年大会上的讲话精神及市委政协工作会议精神的一次重要会议。主要是研究新形势下如何进一步加强和改善党对政协工作的领导，更好地发挥人民政协在我区政治、经济、文化和社会生活中的重要作用，团结和调动全区人民和社会各界力量，为建设繁荣、法治、文明、和谐的新昌邑而努力奋斗。

　 这几年，我区的政协工作有了很大的突破，政协的职能作用得到了充分发挥，队伍的精神面貌也有了很大改观，尤其是新一届政协班子上任以来，紧紧围绕加快发展这个中心，抓住事关我区改革、发展、稳定的重大问题和群众关心的热点、难点问题，认真履行职能，不断开拓创新，主动参政议政，积极建言献策，真实反映社情民意，为我区经济社会发展做出了积极贡献。一是区委对政协工作的领导进一步加强，政协工作规范化和制度化建设卓有成效。建立了区委、区人大、区政府与区政协密切联系和协商配合制度，区政协主席列席区委常委会议，政协副主席列席人大、政府的有关会议，建立了党政有关部门同政协专门委员会对口联系以及政协提案办理制度，做到了重大问题协商在党委决策之前、政府实施之前，促进了决策的民主化、科学化。二是政协政治协商、民主监督、参政议政扎实深入、活跃有序地开展。围绕经济建设这一中心，在区政协的积极组织下，全体委员直接进入经济建设主战场，在招商引资、园区建设、民营经济、农业产业化等方面，积极开展专题视察、专题调研、专题论谈，想实招鼓实劲，建言献策成果丰硕。仅今年一年，我区经济界的委员就使全区经济总量增加2.2亿元，上缴税金5500万元，招商引资额占全区招商引资总额的1／3。深入开展协商论证，广泛开展征集“金点子”活动，积极反映社情民意，提出了许多有价值的意见和建议。三是政协团结各界和凝聚人心工作进一步加强。高举大团结、大联合的旗帜，充分发挥政协联系广泛的独特优势，加强与社会各界的联系和沟通，理顺各方情绪，凝聚智慧力量，激发了各界人士热爱昌邑、建设昌邑的热情。广泛开展对外交往和联谊交友活动，促进了昌邑与全国各地的经济文化交流，对树立昌邑对外形象产生了积极影响。创造性地开展“社会公益之星”评选活动，组织委员深入群众，把履行职能的视角放在关注社会弱势群体的生产和生活上，在扶贫解困、捐资助学、扶助社区、农村村部建设等方面做出了突出贡献。四是政协自身建设得到加强。积极进行工作理念创新，会议制度创新，积极创建学习型政协组织，政协领导班子和干部队伍建设取得新成效，政协机关工作作风明显改进，工作效率和服务水平明显提高。在此，我代表区委，向区政协和广大政协委员、各民主党派、工商联及无党派人士表示衷心的感谢和崇高的敬意！

　 前段时间，区委对全区政协工作进行了深入的调研。调研过程中，我们也清醒地看到，按照市委的要求，与先进地区相比，我区的政协工作还存在一定的差距：一些党政领导干部对新时期政协工作的重要性认识不足，支持政协履行职责不够得力；政协自身建设仍需进一步加强，政协委员履行职能的水平有待进一步提高。这些问题必须引起我们高度重视，并认真加以解决。

　 下面，结合我区政协工作实际，就进一步加强新时期政协工作，我讲四点意见。

　 一、从加强党的执政能力建设的高度，充分认识做好新时期政协工作的重大意义

　 党的届五中全会强调，中国共产党支持人民政协围绕团结和民主两大主题，履行政治协商、民主监督、参政议政的职能。x总书记在庆祝中国人民政治协商会议成立55周年大会上指出：“人民政协事业是建设中国特色社会主义事业的有机组成部分，人民政协的命运始终与我们国家、民族的发展紧密相联”。这充分说明，人民政协在我国政治、经济、文化和社会生活中具有不可替代的重要地位和作用。

　 第一，加强新时期人民政协工作，是提高党的执政能力的重要途径。加强党的执政能力建设，是大根据新世纪新阶段党所面临的新形势、新任务作出的一项战略决策，也是届五中全会研究部署的一项重大课题。党要不断提高执政能力，巩固执政地位，一个重要的方面就是要用好执政资源，不断巩固和发展最广泛的团结，巩固并扩大党执政的群众基础和社会基础。人民政协作为最广泛的爱国统一战线组织，具有最大的包容性，具有其他组织不可替代的作用，是党团结各党派和各族各界人士的重要渠道，是坚持党的领导的重要形式。加强新时期的人民政协工作，有利于我们最大限度地促进不同党派、不同信仰、不同民族、不同界别人们之间的联合，增强党的凝聚力，提高党的执政能力。

　 第二，加强新时期人民政协工作，是推进政治文明建设的内在要求。发展社会主义民主政治，建设社会主义政治文明，是全面建设小康社会的重要目标。中国共产党领导的多党合作和政治协商制度，是我国的一项基本政治制度，也是我国社会主义政治制度的特点和优势。发展社会主义民主政治，建设社会主义政治文明，必须始终坚持并不断完善这项制度。人民政协是中国人民爱国统一战线的组织，是实现我国基本政治制度的重要机构，是我国政治生活中发扬社会主义民主的重要形式。巩固和发展最广泛的爱国统一战线，充分发挥人民政协政治协商、民主监督和参政议政的作用，是建设社会主义政治文明的必然要求，是人民政协义不容辞的职责。从我区实际情况看,加强和做好新时期人民政协工作，有利于不断拓宽人民群众发表意见的渠道，使区委、区政府的决策更加科学，更加贴近实际，更加符合人民的利益；有利于充分吸纳各民主党派和社会各界的意见，使我区的政治、经济和社会生活更加民主，更加充满活力。

　 第三，加强和做好新时期人民政协工作，是维护和促进社会稳定和谐的重要保障。当前，我区社会稳定的形势总体是好的，但也存在一些影响社会稳定的因素。人民政协联系面广、团结面大，是保持社会稳定、实现长治久安的重要力量。协助党委、政府协调和化解各种矛盾，是党对政协的期望和要求，是政协光荣而重大的政治责任，也是政协所具有的独特优势。努力发挥好政协的这种独特优势，有利于我们进一步做好统一思想、理顺情绪、协调关系、化解矛盾的工作，消除各种不安定因素，变消极因素为积极因素，真正做到团结的人越来越多、团结的面越来越宽、凝聚的力量越来越大，为改革发展减少阻力、增加助力、形成合力，维护我区安定团结的政治局面。

　 第四，加强新时期人民政协工作，是建设繁荣、法治、文明、和谐新昌邑的现实需要。区委十二届六次全体会议，提出了“建设繁荣、法治、文明、和谐新昌邑”的宏伟目标。要确保这一目标的实现，必须紧紧依靠包括各民主党派、人民团体、各族各界人士在内的60万昌邑人民的共同努力。我区有各级政协委员300余名，具有人才荟萃、智力密集、联系面广、信息量大的优势，是我区的人才库、智囊团，是推进我区经济社会加快发展和全面建设小康社会不可缺少的重要力量。加强和做好新时期全区政协工作，有利于最广泛地团结一切可以团结的力量，把全区各族各界群众的智慧和力量凝聚起来，为这一目标的实现和全面建设小社会康奠定坚实的群众基础和智力支撑。

　 二、积极支持政协工作，保证政协充分发挥职能作用

　 积极推进政协的政治协商、民主监督和参政议政基本职能的制度化、规范化和程序化，是新阶段加强人民政协工作的重要内容。

　 第一，坚持“三在前”、“三在先”原则，积极推进政治协商。党委、政府在政治协商中居于主导地位，要自觉增强协商意识，遇事多商量，特别是与各界人士多商量，广泛听取他们的意见和建议，通过决策的民主化，实现决策的科学化。各级党政领导机关，要认真研究政治协商的主要内容和实现形式，切实把政治协商纳入决策程序，制定相应的管理、考核标准，不断拓展协商内容、不断扩大协商范围、不断增加协商层次，切实把“三在前”和“三在先”的原则要求落到实处，真正做到重大决策协商在党委决策之前、人大通过之前、政府实施之前；制定经济、社会发展中长期规划先协商后决策，重要人事安排和人民群众生活中的重大问题先协商后决定，出台重大政策法规先协商后定案。各乡镇街道党委、各乡镇政府和街道办事处，也要树立协商意识，开辟协商途径，积极为政协委员参与经济社会事务创造条件，

　 第二，疏浚渠道、丰富形式，自觉接受政协的民主监督。人民政协进行民主监督是我国监督体系中的重要组成部分，在国家政治生活中发挥着不可替代的重要作用，各级党委、政府和司法机关要积极畅通接受监督的渠道、丰富接受监督的形式，自觉接受来自人民政协的民主监督。根据政协章程和有关规定，凡事关宪法与法律、法规及地方法规的实施情况；重要方针政策的贯彻执行情况；全区国民经济和社会发展计划及财政预算执行情况；党政、司法机关及其工作人员履行职责、遵纪守法、廉洁自律情况；群众关心的重大社会问题的解决情况，都要及时向政协通报，听取意见和批评，接受监督。要支持政协对执法、执纪部门和窗口单位的民主评议。要尊重、保障和扩大民主党派和政协委员的知情权、参与权和监督权，完善民主监督机制，为政协履行职能创造一个宽松的政治环境。

　 第三，广开言路、营造氛围，支持政协组织参政议政。参政议政是人民政协的一项重要职能，是人民政协参与国家政治生活，发扬社会主义民主的重要方式。各级党委和政府要积极支持政协广泛参与政治、经济、文化、外事等各种活动，为政协参政议政提供机会，创造条件。一些重大问题的调查研究、重大事项的论证、社会热点问题的协调解决等尽量邀请政协委员参加，并认真听取他们的意见，发挥其作用。注重发挥政协对外联系广泛的优势，支持政协开展多渠道、多层次、多形式的对外联系和交往活动。支持政协同台港澳及海外侨胞的联系，为我区发展外向型经济服务。重要的外事活动和对外经济活动要适当安排政协负责人参加。党政部门及政协专门委员会要保持经常的对口联系，沟通情况，交换意见，联合开展调研视察活动。重视委员的参政议政成果，建立意见建议的反馈制度，激发委员热情，提高参政议政实效。

　 三、发挥优势，履行职能，努力开创我区政协工作新局面

　 面对新的形势和任务，当前和今后一个时期我区政协工作总的要求是：坚持以邓小平理论和重要思想为指导，深入贯彻落实党的大和届五中全会精神，切实加强和改善党对政协工作的领导，有效发挥政协职能作用，广泛凝聚各方智慧和力量，团结一心，齐心协力，为建设繁荣、法治、文明、和谐的新昌邑贡献力量。为此，区委希望广大政协委员，坚持和发扬我区政协工作的成功经验和优良传统，与时俱进，再接再厉，推动我区政协工作再上新台阶。

　 第一，切实履行职能，在推进我区政协工作规范高效运作上实现新突破。要按照《政协章程》以及上级有关文件精神，结合我区工作实际，制定和完善各项制度和工作规范，切实履行职能，实现各项工作的新突破。一是政治协商要有新思路。紧紧围绕区委提出的加快发展的总体工作思路和社会各界关注的热点难点问题，认真组织广大政协委员多渠道、多层次、多形式地进行协商，深入做好视察、调研工作，及时反映社情民意，做到切实建言、知情出力。增强协商的主动性和预见性，周密安排协商计划，科学确定协商议题，稳步提高协商质量，使协商的内容有新的充实、形式有新的发展、成果有新的提高。二是民主监督要有新举措。坚持深入开展例会监督、视察监督、提案监督、对口监督、反映社情民意监督，积极探索完善民主监督机制、畅通下情上达渠道、加大民主监督力度、完善民主评议办法等方面的新途径、新方法、新举措，提高各种意见建议和批评的质量，增强民主监督的代表性、权威性、科学性。三是参政议政要有新拓展。积极开展全方位、多角度的参政议政，既为制定决策服务，也为实施决策服务。深化专题调研的内容，丰富建言立论的形式，拓宽政协活动的领域，真正做到站得高、看得远、谋得准。

　 第二，充分发挥优势，为加快昌邑振兴做出新贡献。抢抓机遇，实现富民壮区新跨越，需要举全区之力，聚全区之智。政协在这方面责无旁贷，且大有可为。一要发挥联系广泛的优势，推动我区对外开放迈出新步伐。政协是党委、政府联系区内外朋友的重要桥梁和纽带，要有效地利用这一优势，多形式、多渠道、多层次地加强联络联谊工作，宣传政策，加强交流，增进友谊，促进合作，积极引进国内外人才、资金、技术和项目，为我区加快发展贡献力量。二要发挥大联合的优势，营造团结稳定的良好局面。广大政协委员要切实增强维护安定团结的政治责任感，充分发挥自身与社会接触面广，对社情民意了解多的优势，深入体察民情，广交各界朋友，及时向党委政府反映各党派、各团体和社会各界群众的意见，密切关注各种影响社会稳定的因素，协助党委政府多做宣传政策、沟通思想、协调关系、理顺情绪、解惑释疑、凝聚人心的工作，营造和维护同心协力共图大业的良好局面。三要发挥人才智力优势，为加快发展献计出力。政协集聚了众多的专家学者，集聚了一批经验丰富的老同志。要发挥这一优势，坚持参政为公、议政为民的理念，紧紧围绕振兴老工业基地的重点问题、改革发展稳定中的难点问题和人民群众普遍关心的社会热点问题，深入调查研究，反映社情民意，提出有见地、有分量的意见和建议，为党委和政府决策提供依据和参考。当前，要把推进结构调整、加快体制机制创新、扩大对外开放、改善发展环境、提高经济运行质量和效益作为参政议政的重点，在更高的层次上参与党委、政府决策。要协助党委和政府做好振兴老工业基地的人才引进和培养、科技推广与服务、招商引资和项目引进等工作，积极参与社会事业的发展和先进文化的传播。

　 第三，高度重视学习，在政协自身建设上取得新进展。充分发挥政协勤于学习、善于学习的优势，努力把政协建设成学习型组织。政协委员要认真学习重要思想，学习党的大和届五中全会精神，学习建设中国特色社会主义的基本理论、基本路线、基本纲领和基本经验，学习党和国家的方针政策，学习经济、科技、法律、文化、历史等方面的知识，不断提高思想政治素质和参政议政的水平。政协领导干部要不断强化政治意识、大局意识、服务意识、统战意识，坚持党的领导，坚定中国特色社会主义信念，坚持民主协商、平等议事和求同存异、体谅包容的原则，努力营造民主和谐的工作氛围。政协机关要不断加强自身建设，努力建设学习型、服务型和效率型的“三型”机关，以优质的服务、优良的作风、优美的环境，为政协委员履行职能创造条件。

　 四、加强和改善党对政协工作的领导，为政协组织开展工作提供坚强政治保证

　 坚持中国共产党的领导，是人民政协开展工作必须遵循的一项根本原则。全区各级党组织要不断加强和改善对政协工作的领导，充分发挥人民政协的重要作用，努力形成“党委重视、政府支持、政协主动、各方配合”的良好局面。

　 一是切实加强和改善党对政协工作的领导。各级党委要把政协工作纳入党委工作一盘棋，主动交任务，出题目。党委常委会要定期听取政协的工作汇报，每年要专题研究政协工作。区委在研究和部署工作时，要对政协工作作出安排；在总结检查全局工作时，要对政协工作作出评价，提出要求和意见。党委一把手要亲自抓政协工作，具体联系政协工作的副书记要经常参与和指导政协的重要活动。对政协的重要建议案，党政主要领导要亲自批阅，并责成有关部门搞好督办落实。对政协的提案，各级各部门要高度重视，认真办理。要把政协工作纳入目标管理，加大检查考核力度，切实把党对政协工作的领导落到实处。支持政协对经济、政治、文化建设和改革中的重大问题进行深入调研，支持政协委员提提案、搞评议，组织检查、视察等活动。各部门要主动接受政协的民主监督，对政协提出的监督意见要认真研究、积极采纳，对揭示出的问题要切实整改。

　 二是继续推进政协履行职能的规范化、制度化和程序化。各级党委要深入贯彻落实中央和市委关于政协工作的意见精神，认真学习贯彻新修订的政协章程，积极探索建立保证政协履行职能的制度，对政协政治协商、民主监督和参政议政的总体原则、工作程序和具体要求作出规定，逐步建立起比较完备的工作制度和工作体系。要坚持和完善政协主席列席区委常委会议和其他有关重要会议的制度；坚持和完善及时批转政协党组请示、报告的制度，认真处理、及时批复政协主席会议、常委会议建议案的制度，进一步落实和完善党委、人大、政府、政协秘书长联席会议制度和各级党政部门、法院、检察院与政协专委会对口协商联系制度；建立健全社情民意阅批、重点提案督办、专题调研回复制度；同政协各专门委员会对口的党委、政府相关部门也要制定支持政协工作的具体制度或办事规则。政协要认真总结履行职能实践中的成功经验，并努力将其上升为工作制度和规范，保证政协履行职能有章可循。

　 三是努力为政协履行职能创造良好条件。积极支持政协机关不断改善工作和生活条件，对政协经费要作出专门安排，政协的全会、常委会以及委员活动经费等专项开支要列入财政预算，并随着经济的发展和财力的改善逐步增加。各乡镇街道党委，要倾心支持政协活动组的工作，为活动组开展活动提供必要的财力支持。要积极创造条件，提供机会，为政协委员外出考察和学习搭建平台。政协委员所在的部门和单位要充分尊重政协委员的权利，从时间、经费、工作条件等方面保障政协委员参加政协组织的活动，主动帮助解决实际问题。

　 高度重视政协的干部队伍建设。坚持把政协机关作为培养锻炼干部的平台，加大从政协机关干部中选拔专职领导干部的力度，交流一批德才兼备、实绩突出、群众公认、年富力强的政协干部到党政机关任职，把政协和党政部门干部的相互交流作为一项经常性工作，使政协机关的干部有进有出、合理流动，增强政协组织的生机与活力。

　 统战部门要与有关部门密切配合，扎实抓好党外政协委员的物色、推荐和遴选工作。坚持严格标准，注重所选人员的政治素质、参政议政能力和对政协工作的热心程度，努力造就一支能适应新阶段政协工作需要的高素质政协委员队伍。注意在政协委员总体规模，常委名额，委员、常委和副主席的党内外比例、界别设置及运作程序等方面把好关，为搞好党同党外人士在政协中的合作共事奠定坚实的组织基础。同时，认真搞好党外政协委员后备人选队伍建设，为政协换届人事安排提供充分的组织和人才保障。

　 最后，我代表区委，祝各位委员生活愉快、工作顺利，祝政协第六届委员会第三次会议圆满成功！
